The fundamental values of the Union also include freedom and democracy, for example. These terms are not covered by "rule of law", but are closely related and as important.
Current unanimity within the Article 7 procedure allows that two accused countries can veto for each other and therefore prevent execution of sanctions on each other. The proposed abolishment of unanimity can prevent two countries that disregard the fundamental values of the Union from covering each other's backs.
