The amendment:
- Outlines a procedure for waste recycling facilitation.
 - Adds special emphasis on e-waste.
 
Why:
- Increasing waste recycling rates is important. However, we also have opportunities to improve recycling across Europe by cooperation between Member States.
 - Various studies have made it clear that the solution to phasing-out or reducing harmful mining is to facilitate the recycling of e-waste. The minerals and metals used to produce technology (i.e. electronics) must be recycled if we are to phase out mining and work towards a circular economy. These minerals, and thus the recycling of e-waste, are especially relevant for the energy transition, as they are needed for green technologies such as solar panels.
