Even in the global north there are "nations" (as in cultural groups united by language and/or common history and/or shared traditions, etc.) that go beyond state borders (e.g. the Catalan Countries). Due to the colonial process of the creation of borders in the global south and in other countries with colonial/imperialist past, this reality is even more frequent with actual marginalised ethnic minorities.
We understand the value of the notion "plurinational state" when talking about one single state and/or the development of policies of a given institution in its constituency, but we hope our amendment can better express the need for cooperation beyond borders for the preservation and integrity of ethnic groups, specially those that precede to or do not necessarily align with the notion of state-nation spread in the 18th century by the European elites. In the case of Europe, we are thinking about indigenous groups like the Sámi people, or ethinc minorities that settled in the continent hundreds of yearsa ago and are still discriminated against like the Romani people.
