SR1: Statutory resolution: Resolution on Solving Unclear Process with Tie-breakers
Motion text
Noting that
The 2025 Internal Rules of Procedure (IRP) do not clearly define what to
do in case there are tie-breakers at any point in the STV system
If adopted, the proposed 2025 IRP will amend and set a specific course of
action that needs to be taken to resolve tie-breakers.
Considering that
The changes to the Statutes and IRP regarding procedures only come into
force for the subsequent GA onwards;
The possibility of tie-breakers in the STV system is low but not
impossible, as we saw last year
The Executive Committee requests, with the approval of the General Assembly,
that
The proposed 2025 IRP changes regarding tie-breakers, if adopted, will
function retroactively and already be implemented for this General
Assembly voting.
Note: As the Statutes and IRP are being amended, this resolution may only work
if all relevant changes regarding the tie-breakers in the proposed 2025 Statutes
and IRP are adopted.
Reason
As indicated in the I1 A7 to change the IRPs to clarify the process for tiebreakers, the EC is proposing this statutory resolution to apply these changes already for the votes held at the GA in Paris.
